Summary

Primarily test infrastructure and build gardening: rebaselines and `[GARDENING]` batch marks for iOS/Site-Isolation failures, EWS queue management (bringing up Tahoe Debug and Mac site-isolation testers, retiring wk1 queues), and OpenSource build breakage fixes across iOS/tvOS/watchOS and Xcode bumps. The Site Isolation work is bot and test-flavor plumbing — `--site-isolation-enabled-by-default` results reporting, adding site-isolation EWS bots — not engine-side process/frame logic. The small JSC security cluster is the exception to that pattern: a `JSWebAssemblyTag` lifetime fix retaining `FunctionSignature` types and an IPInt PC-recording bug on prefixed opcodes, both in the Wasm interpreter path rather than in the tooling that makes up the rest of the work.
